Project outline
Heidelberg Materials Australia Pty Ltd (HMA) proposes to establish a granite quarry on a 220-hectare greenfield site in Bunyip North within the municipality of Cardinia. This proposal is known as Bunyip North Quarry (the Project). A total of approximately 120 million tonnes of granite aggregate products would be extracted over a period of 75 years, which is the anticipated lifetime of the Project.
The Project Site has been identified by HMA as containing a granite rock resource of a quality and volume to meet future market needs, given the ongoing depletion of accessible hard rock resources across metropolitan Melbourne, in addition to a predicted supply deficit across Victoria within the next decade.
The Project Site sits around two kilometres south of Bunyip State Park and one kilometre to the east of Mount Cannibal Reserve.
The Project Site is located in an Extractive Industry Interest Area (EIIA) which is land identified by the Geological Survey of Victoria to be of known future interest to the extractive minerals industry. The designation of the EIIA is applied to land that has been identified as being likely to contain stone resources of sufficient quantity and quality to support a commercial extractive industry operation and is intended to provide a guide to government in developing future planning policy.
The Project Site is bound by Sanders Road to the north, private agricultural land to the southeast and partially bound by private property on Wollondilly Road and Wallaby Court to the west. The Project Site boundary extends south-east to Bunyip-Tonimbuk Road.

About the Environment Effects Statement
The Minister for Planning determined, under the Environment Effects Act 1978, that HMA is to prepare an Environment Effects Statement (EES) for the proposed Bunyip North Quarry Project (the Project). The EES process is accredited to assess potential impacts on matters of national environmental significance (MNES) under the EPBC Act through the Bilateral Assessment Agreement between the Commonwealth and the State of Victoria. Heidelberg Materials Australia Pty Ltd is responsible for preparing the EES and undertaking the supporting investigations, in accordance with the scoping requirements set by the Minister for Planning.
The Project EES outlines the potential impacts (positive and negative) on the environment and proposes methods to avoid, minimise and offset or manage any significant effects. The EES has been prepared as part of the impact assessment process under the Environment Effects Act 1978. The EES is required to enable a comprehensive evaluation of the environmental, social and economic effects of the proposal. How to make a submission
Anyone can make a submission. The EES, together with the draft PSA, and EPA Development Licence must be made in writing and be received by 11:59 pm on 20 October 2026. Submissions can be lodged via the online form on the Victorian government’s Engage Victoria website: engage.vic.gov.au/Bunyip-North-Quarry-IAC
If you do not have internet access or are unable to lodge a submission online, contact Planning Panels Victoria through the Customer Call Centre on 136 186 (select option 6) Planning Panels Victoria (PPV) and request a hard copy submission coversheet.
Submissions will be treated as public documents and will be published on the Engage Victoria website. The submission collection process is independently managed by PPV, and any inquiries regarding the management of submissions or the Inquiry and Advisory Committee (IAC) and Hearing process should be directed to PPV.
